Before anything else: your field of study should drive your shortlist. Not every program is available in every city, and quality varies. Medicine in Cluj is not interchangeable with medicine in Constanța. The best computer science faculties are concentrated in Bucharest and Cluj. Architecture has strong programs in Bucharest and Iași.

It's compact, walkable, youthful, and has developed a genuinely impressive food, coffee, and cultural scene — driven partly by a booming tech sector that has brought significant investment and young professionals.

Best for: Medicine and IT students especially. Students who prioritise quality of life, a strong social scene, and a compact, student-oriented city.
Iași is Romania's second-largest city by student population and home to some of the oldest universities in the country — Alexandru Ioan Cuza University, founded in 1860, is Romania's first university. The city has deep academic roots and a genuine university-town character.
It's also meaningfully cheaper than both Bucharest and Cluj, making it the best value option among Romania's major university cities.

Timișoara sits in western Romania near the borders with Hungary and Serbia, making it the most central-European-feeling of Romania's cities. It held the title of European Capital of Culture in 2023, which brought significant investment and visibility.

Sibiu — A smaller, beautifully preserved city in Transylvania. Right for students who prioritise aesthetics, history, and a slower pace of life, and whose program is available there.
Brașov — At the foot of the Carpathian mountains, surrounded by dramatic scenery. Skiing 20 minutes away, hiking out the door. Growing as a university destination for students whose program is available there.
Constanța — Romania's main port city on the Black Sea coast. A distinct character that some students love. Good for students in marine sciences, logistics, or fields with strong programs at Ovidius University.
Oradea — Near the Hungarian border, growing in popularity with international students, with improving infrastructure and affordable living costs.
